Suspect in Carson City deputy’s death posted online comments critical of law enforcement

We are very “critical of law enforcement” on this website since there is so much corruption and no oversight, especially in Carson City Nevada where the problem is very rampant. Now would be a good time to discuss the corruption in the Carson City Sheriff under Furlong as well as the corruption in the jail and courthouse. Yes, it is unfortunate that there are 2 dead people. The Sheriff and corrupt courts have created the scenario and it will only get worse in Carson City. People are done with the “police state” and corruption with an idiot justice of the peace named John Tatro who is nothing less the the scum he puts in jail. Everyone knows “judge” Tatro has no law degree, he has DUIs and domestic violence and yet he covers up his records. Yes Carson City, corruption kills.

The deceased suspect in the shooting death of Carson City Sheriff’s Deputy Carl Howell appears to have posted several comments over the past few months critical of area law enforcement.

A Facebook user named Johnny Pope, with photos matching those released of suspect Jonathan Pope, referred to law enforcement officers as “scumbags” in a comment on a June 5 story on Carson Now about the sheriff’s department increasing enforcement efforts against speeding.

He also made several comments on a March 19 story about a drug bust in Carson City. Among the comments was the following:

“Doesn’t matter what they will be walking into what is the purpose of the vehicle they arrived in? These idiots are not at the risk they would have you believe that is why they use tactical advantage such as time of day/night and stealth it is absolutely over kill to show up in mraps armed with AR’s and more than likely under trained I would be very concerned if that was in my neighborhood a standard 5.56 round at 62gr has an fps of around 3100 would you want that flying around in a populated neighborhood. Even on target it has the ability to travel well beyond it’s intended purpose. Most people assume because these officers and the department are in place to enforce the law and keep these criminals oppressed and off the streets they can do that by whatever force necessary well who delegates that?

This is over kill and the militarization of our police force will yield negative results once there intended target is over policed they will continue to create agendas to control the populous you can not have a military without an enemy. Try to think people something about the scenario is not right here.”

In a comment on an April 5 story on Carson Now, he questioned why sheriff deputies took possession of a firearm while investigating the report of a crime.

Suspect Pope was found dead in a home on Montez Drive after he allegedly opened fire on Deputy Howell and other officers, who returned fire. The incident is under investigation.

2 SnowGlobers found unconscious and near death at Hard Rock Casino in Tahoe

Two SnowGlobe attendees were found unconscious and suffering from hypothermia Tuesday night near a dumpster at Lake Tahoe Hard Rock.

“The security at Hard Rock did a great job knowing what was going on around the property. They found her by a dumpster and the kid had crawled up on one of the vehicles. Both were unconscious when they were found,” Eric Guevin, spokesman for Tahoe Douglas Fire Protection District, told Lake Tahoe News. “They are very lucky to be alive. If they had not been found, for certain they would be demised.”

He said they had been imbibing alcohol, drugs or both. They were taken to Barton Memorial Hospital.

Temperatures were in the teens most of Dec. 30, dropping below zero with the wind chill.

Guevin said when the two were revived they told paramedics they had been at SnowGlobe, the three-day music festival at the ball fields adjacent to Lake Tahoe Community College in South Lake Tahoe. They also had the wristband all concertgoers must wear and were dressed as though they had been there, Guevin added.

They were found about 9pm.

(Earlier in the evening a Hard Rock security officer was taken to Barton for a non-work related medical emergency.)

Two years ago 19-year-old Alyssa Byrne of Petaluma died of hypothermia after leaving SnowGlobe. Her body was found in a snowbank off Pioneer Trail near Al Tahoe Boulevard.

Members of her family are at this year’s three-day concert, which ends tonight. They are promoting the Always Buddy Program. The slogan is: “I promise to never let myself or anyone I love leave an unfamiliar place without a buddy system.”

Guevin also stressed the importance of friends staying together and letting people know when you will be returning so if you are overdue, authorities can be notified.

South Lake Tahoe Police Chief Brian Uhler told Lake Tahoe News there have been minor violations involving drugs and alcohol at the concert, but nothing significant.

Concert promoters went from a staff of 70 security officers to more than 100 this year. Part of the reason is to be better prepared for any situation, but also because more people are attending. The first year about 9,000 people showed up each night, while this year the projection was for 15,000 attendees each of the three nights.

The city received two noise complaints the first night and four the next. The loud thumping of the bass is the problem.

One person near the venue told Lake Tahoe News, “The sustained noise/bass just wears on you. If I had this noise issue with a neighbor, I could contact the police and have the noise level reduced.”

South Lake Tahoe City Manager Nancy Kerry told Lake Tahoe News the decibel level is within the range of what the contract calls for.

Lack of snow has the sound traveling farther and the wind also carries it.

The city has made a concerted effort to make sure people are dressing appropriately. In years past lots of flesh could be seen, while this year people are more bundled up to handle the bitter cold. Lodging properties have been diligently telling concertgoers to dress for the elements.

“Start warm, stay warm” is the message on electronic signs that have been strategically placed in town.

This year’s event is over at 1am Jan. 1, with fireworks being the finale.

A federal land grab being imposed under the guise of environmental protection in Southern Nevada has been labeled an act of “deliberate retaliation” by Cliven Bundy, the rancher who was at the center of a standoff between BLM agents and armed militia groups earlier this year.

On Sunday, the Bundy family posted a Facebook entry which asserted that, “the federal government is mounting retaliations against the Bundy family and the Southern Nevada people,” after it was announced that the feds intended to designate around 1.8 million acres of land around their Gold Butte range as critical to the environment.

The initial dispute between Bundy and the feds, which culminated in an armed standoff between BLM agents and Bundy supporters back in April, centered around more than $1 million in grazing fees which authorities claimed Bundy owed stretching back two decades.
The Bundy family asserts that the new draft Resource Management Plan made public by the Bureau of Land Management would place up to 3 million acres of land off limits to recreational use, agriculture or ranching.

“They’re trying to surround us by controlling all the land. People should know they’re doing this without the knowledge of the people who use it,” Carol Bundy told the Las Vegas Review-Journal.

Days after the standoff came to a head earlier this year, after which the feds were forced to release nearly 400 cattle belonging to Bundy, Nevada Senator Harry Reid labeled Bundy supporters “domestic terrorists” and indicated that the fight was not over.

“From near the beginning of history, tyrannical men have sought to oppress through the control of land and resources, “Control the land and resources, and you have the power to control the people”. There is a direct correlation to land and resources with power and wealth. All major powers in world history have gained their power & wealth by conquering the land and controlling the resources,” states the Bundy Facebook post, adding that Areas of Critical Environmental Concern (ACECs) “have been a tool used by the federal government to gain further control of large masses of western lands and the resources.”

The BLM’s latest move to seize huge tracts of land surrounding Bundy’s property under the justification of environmental protection suggests that we could witness part two of the ‘Battle of Bunkerville’ sometime over the next few months.
The comment period for the BLM’s new proposal ends on January 7th after a series of public meetings set to begin on Monday.

Santilli & Booda also reach out to federal agents, law enforcement and federal officials to be “Constitutional”, and to stand down when confronted by peaceful protestors.  They both agree that each of the Bundy Ranch supporters are peaceful, constitutional and very willing to die defending our God-given rights.  They both encourage all members to the Citizen’s Militia to respond to the call when necessary in order to defend our country at Bundy Ranch.

The warning to the federal government is strern and non-negotiable.

1) The federal government must comply strictly with Article 1,  Section 8, paragraph 17  ”To exercise exclusive Legislation in all Cases whatsoever, over such District (not exceeding ten Miles square) as may, by Cession of Particular States, and the Acceptance of Congress, become the Seat of the Government of the United States, and to exercise like Authority over all Places purchased by the Consent of the Legislature of the State in which the Same shall be, for the Erection of Forts, Magazines, Arsenals, dock-Yards, and other needful Buildings;–  The federal government does not own land for any reason outside or or in violation of the U.S. Constitution.

2) If the federal government attempts to seize 3 million acres in Southern Nevada, and local law enforcement does not side with the people of Nevada as in the case leading up to the standoff in April 2014, We The People will have no alternative than to stop them by any means necessary to peacefully defend and support the U.S. Constitution.  If the federal government attempts to harm the American people in any manner with “weapons of war” as they did on April 12th 2014, We The People will have to defend ourselves by any means necessary.  We will not fire a shot unless fired upon, but we make it very clear that the 2nd amendment will be fully exercised in our defense, and as we are obligated to do so by the Declaration of Independence and the U.S. Constitution.

3) 10′s of millions of patriots are literally willing to die to defend our nation from all enemies; foreign and domestic.  Feds and law enforcement need to choose the side of the American people and refuse to continue acting as a domestic enemy.  Officials who have sworn an oath must educate themselves, stand down and be constitutional or face another potential Bundy Ranch stand ranch standoff.

This time around we have a chance to be proactive and avoid the potential loss of life as occurred on April 12th, 2014.  We ask Feds a law enforcement to choose the side of the supreme law of the land, the American people, and future generations of Americans who will benefit from each of us doing the right thing for our country.  STAND DOWN and you will instantly become a true American hero.  Opposing us and firing upon us….would be a very very bad choice.  We proved our intent on April 12th, 2014.  We meant peace, but we were willing to die to defend our God-given rights.  Not one shot was fired, and every singlet person in the canyon benefitted that day — except for BLM Special Agent In Charge Daniel P. Love.  If Daniel P. Love is involved in any way with the taking of 3 million acres, refuse his orders and if the federal government dares an unconstitutional “next time”, let’s all arrest him on the spot for putting all of our lives in danger.

A handful of billionaires are quietly dumping their American stocks . . . and fast.

Warren Buffett, who has been a cheerleader for U.S. stocks for quite some time, is dumping shares at an alarming rate. He recently complained of “disappointing performance” in dyed-in-the-wool American companies like Johnson & Johnson, Procter & Gamble, and Kraft Foods.

Buffett’s holding company, Berkshire Hathaway, has been drastically reducing his exposure to stocks that depend on consumer purchasing habits. Berkshire sold roughly 19 million shares of Johnson & Johnson, and reduced its overall stake in “consumer product stocks” by 21%. Berkshire Hathaway also sold its entire stake in California-based computer parts supplier Intel.With 70% of the U.S. economy dependent on consumer spending, Buffett’s apparent lack of faith in these companies’ future prospects is worrisome.

Unfortunately Buffett isn’t alone.

Fellow billionaire John Paulson, who made a fortune betting on the subprime mortgage meltdown, is clearing out of U.S. stocks too. Paulson’s hedge fund, Paulson & Co., dumped 14 million shares of JPMorgan Chase according to a recent filing. The fund also dumped its entire position in discount retailer Family Dollar and consumer-goods maker Sara Lee.

Finally, billionaire George Soros has sold nearly all of his bank stocks, including shares of JPMorgan Chase, Citigroup, and Goldman Sachs. Between the three banks, Soros sold more than a million shares.

So why are these billionaires dumping their shares of U.S. companies?

After all, the stock market is still in the midst of its historic rally. Real estate prices have finally leveled off, and for the first time in years are actually rising in many locations. And the unemployment rate seems to have stabilized.

It’s very likely that these professional investors are aware of specific research that points toward a massive market correction, as much as 90%.

One such person publishing this research is Robert Wiedemer, an esteemed economist and author of the New York Times best-selling book Aftershock.

Before you dismiss the possibility of a 90% drop in the stock market as unrealistic, consider Wiedemer’s credentials.

Wiedemer calmly laid out a clear explanation of why a large drop of some sort is a virtual certainty.

It starts with the reckless strategy of the Federal Reserve to print a massive amount of money out of thin air in an attempt to stimulate the economy.

“These funds haven’t made it into the markets and the economy yet. But it is a mathematical certainty that once the dam breaks, and this money passes through the reserves and hits the markets, inflation will surge,” said Wiedemer.

“Once you hit 10% inflation, 10-year Treasury bonds lose about half their value. And by 20%, any value is all but gone. Interest rates will increase dramatically at this point, and that will cause real estate values to collapse. And the stock market will collapse as a consequence of these other problems.”

And this is where Wiedemer explains why Buffett, Paulson, and Soros could be dumping U.S. stocks:

“Companies will be spending more money on borrowing costs than business expansion costs. That means lower profit margins, lower dividends, and less hiring. Plus, more layoffs.”

No investors, let alone billionaires, will want to own stocks with falling profit margins and shrinking dividends. So if that’s why Buffett, Paulson, and Soros are dumping stocks, they have decided to cash out early and leave Main Street investors holding the bag.

But Main Street investors don’t have to see their investment and retirement accounts decimated for the second time in five years.

January 4, 2014. Ruby Ridge, ID. The US government’s murderous acts at Ruby Ridge were one of two catalysts that nearly caused an American revolution in the early 1990’s and led to American militiamen blowing up the Oklahoma City federal building in retaliation. Now, one of the two FBI snipers that murdered Vicky Weaver has been found working as an executive at a well-known firearms corporation.

Ruby Ridge – a brief recap

Since an entire book could be written about the 1992 tragedy at Ruby Ridge, and many have been, we’ll recap the details briefly for those under 30 who may not be familiar. In the early 90’s, for some unknown reason, President Clinton and Attorney General Janet Reno had diverted massive national resources away from foreign threats and inward toward any and all pro-freedom, pro-religion organizations and citizens. The two most well-known of the thousands of fatal incidents were Ruby Ridge and Waco.

Randy Weaver was a typical American dad. He had a loving family, including his wife Vicky, one son named Sam and three daughters including a ten-month old baby. Like millions of other Americans, they were simple people who just wanted to be left alone. The family lived in a beautiful rural Idaho area called Ruby Ridge. For 18 months, various federal police agencies repeatedly intimidated Randy in an attempt to get him to work as an infiltrator for them to spy on the slew of religious, racial or separatist organizations popping up all over the American northwest.

Weaver repeatedly declined. He’d been to some of those gun shows and events out of curiosity if nothing else. While he was a typical proud white, Christian, husband, father and American, he was simply rubbed the wrong way by those organizations and didn’t associate with them. That was probably one of the main reasons the FBI, BATF and US Marshals continued to pursue him as a hired spy. When Weaver continued to refuse, the agents suddenly turned their fury on him and his family.

First, they convinced him to customize a shotgun into a sawed-off shotgun, not illegal and a typical thing many gun owners do. But federal agents confiscated the gun and determined the barrel was one-quarter of an inch too short, and thus illegal. Whether it really was or wasn’t, we’ll never know. But Randy Weaver had a history of being a law-abiding citizen. Plus, the government was watching his every move and he knew it.

After claiming the sawed-off shotgun was too short by a quarter-inch, federal agents sent Randy Weaver a summons to court. But his notice, either on purpose or on accident, included the wrong court date. When Weaver didn’t show up, federal authorities went to his home to arrest him. Dozens of federal paramilitary agents, camouflaged and heavily armed, crept through the bushes and trees surrounding the Weaver home.

The Weaver’s dog sensed the agents and sounded the alarm. Assuming it was just an unwelcome animal, 14-year-old Sammy Weaver and the dog went out to chase it away. Running ahead through the brush, the dog came upon a US Marshal who shot the dog dead. Nobody knows what happened next, except that the US Marshal who shot the dog was himself killed and a terrified 14-year-old Sammy Weaver was fatally shot in the back while running back to his parents. Agents swear the young boy shot the agent, while family and friends believe one of the many gathered agents accidentally shot the Marshal through the dense brush.

As the stalemate went on, federal agents publicly mutilated the family’s dog to vent their anger and terrorize the Weavers. FBI snipers Lon Horiuchi and Dale Monroe also took every opportunity to shoot members of the Weaver family. Randy’s friend Kevin Harris just happened to be visiting on that fateful day and both he and Randy had each been shot at least once by the snipers. In fact, all males present including 14-year-old Sammy had been shot. The only ones not shot yet were the mother, two young daughters and the newborn baby.

Agents admittedly devised a plan to eliminate the person they believed was responsible for the family not surrendering – mom Vicky Weaver. As Vicky stood in the doorway of the cabin, unarmed and holding her newborn baby in her arms, Monroe and Horiuchi carried out their assignment and murdered her, covering the baby and one daughter in their mother’s blood. Lon Horiuchi would go on to drive one of the chemical-weapons-spewing tanks that murdered the dozens of children at Waco, Texas shortly after. And Dale Monroe, as we all just learned, has gone to work for a firearms corporation. Both men have spent the last 20 years standing by their actions and insisting they would do it again.

Showing all the young, grassroots activists out there how it’s done, the ‘geriatric brigade’ – those of us left over from the battles of the 80’s and 90’s – stumbled upon none other than one of the murderers of Vicky Weaver. FBI sniper Dale Monroe is a proud member of the Troy Industries family, which includes military and police supplier Troy Defense.

While visiting the Campaign For Liberty LinkedIn Group, this author stumbled across an article re-published by Flyover Press and longtime author/activist Jimmy T. ‘Gunny’ LaBaume. That blog report was a reprint of the article written one month ago by another longtime liberty-loving activist Lynn Atherton-Bloxham, and published by the American Daily Herald. Now, we at Whiteout Press are proud to add our arrow to the quiver. Welcome to the world of grassroots, independent media.

Lynn’s passionate and insightful article pays tribute to the thankless efforts of grassroots activists like the relative of hers that discovered Dale Monroe working at Troy Industries. Her report begins, ‘Ruby Ridge may seem like ancient history (1992) to some but not to us. By us I mean my husband Roger Bloxham and myself. A recent situation, though, brought back the memory of Ruby Ridge and how for many of our friends, it was a shattering of illusions. A few days ago I was copied on this letter to Troy Industries from a relative.’


 

 


 

The letter goes on to briefly recount the final days of Vicky Weaver’s life and the role former FBI sniper Dale Monroe played in her unnecessary death. The letter to Troy Industries closes with a sentiment many Americans might sympathize with, ‘If you’re in the business of killing civilians, particularly mothers, then I guess you’ve got your expert with Dale Monroe. While I’m very pleased with my Troy products I cannot in good conscience ever do business with your company again.’

Guy Page Felton III passed on May 24, 2014, in Carson City, Nevada. Guy’s happiest years were spent as a school teacher in New York State and Nevada. While teaching in Lander County, Nevada, Guy organized a school bond drive that won funding for a badly-needed, new high school in Battle Mountain.

Guy also served a year as president of the Lander County Teachers’ Association and founded a quarterly news tabloid for teachers in all of Nevada’s “cow counties”. Accused Stalker, Guy Felton Challenges Governor To Gun Fight

The 71-year-old Sun Valley man accused of stalking and harassing Washoe County Commission Chairman David Humke, also made alleged threats to Governor Jim Gibbons.
The man accused of harassing and stalking Washoe County Commission chairman David Humke says he feels no remorse.

71-year-old Guy Felton of Sun Valley was arrested last week, after allegedly sending Chairman Humke a series of seven threatening emails.

The letters included discussion of killing Humke, as well as holding County Commission members hostage.

Felton tells me he’s been suffering on and off from what could be some type of stomach cancer for several years. He says he won’t live much longer, and plans to spend the rest of his days fighting for the American people, even if he’s behind bars.

Guy Felton looked relaxed in his orange jumpsuit. You may recognize his name as the man who’s been attending County Commission and City Council meetings regularly for more than two decades, often protesting and speaking out candidly against local government.

“I would like to see politicians in Nevada do something about our corruption,” said Felton.

Court documents allege that on March 24th, Felton was kicked out of a commission meeting for flipping county commissioners, ‘the bird.’

“The birdie, as far as I am concerned is protected by the first amendment,” Felton  added.

The complaint says that Felton then began writing threatening emails to Chairman David Humke, calling Humke an imposter and saying he should be executed by firing squad. “I hate him, with good reason.”

One email sent to the capitol actually challenged the corrupt nevada governor Jim Gibbons to pistol duel !!!

Another letter talked about a movie script in which the chairman is shot between his eyes.

Felton’s file included six other temporary protection orders filed against him, including ones filed by the Washoe County Manager, the Secretary of State, and even Governor Jim Gibbons.

 

felton vs gibbons“If I wanted to take out any politician in the state of Nevada, I would have no difficulty doing that. I do not intend to do that because that would put me in jail,” said Felton.

Felton says while he has no access to weapons, and has no intention of physically harming any public officials, he does wish to hurt them in other ways.

“Psychological harm? Yes. I want to say to them, start delivering decent American government. Stop violating the constitution,” said Felton.

Felton says he did write the emails, and meant every word in them. He says he disagrees with our state and local leaders because he feels none of them was legally elected. Felton argues that our corrupt voting system allows people into public office who he feels don’t deserve to be there. He says if given the opportunity, he’d make the same threats all over again.

“Look, I am 72. I can’t have much longer to live. The focus is not on my quality of life, or where I spend that life. My focus is trying to improve government in the state of Nevada.”

Governor Gibbons’ office, as well as the County Commission chose not to comment on the case. In a written statement from David Humke, the chairman says that Felton quote: “pushed the limits of free speech.”

Humke and other members say Felton’s behavior has become increasingly more aggressive over the past year, and that they feared for their lives.

Felton is charged with one count of harassment and one count of stalking. He pleaded not guilty and is being held with bail set at $5,000. Felton is expected to be arraigned in District Court on April 16th.

A first-time candidate at 35, Laxalt jumped into the race for attorney general when no other significant Republican would step up. You have to admire his courage, even his rookie enthusiasm.

He was sought after by Republicans partly because of his family name. He is, of course, the grandson of former U.S. Sen. and Gov. Paul Laxalt, who was so influential in 1980s Washington politics that he was called the “first friend” to President Ronald Reagan.

Laxalt has a lot going for him, politically. He’s a former Navy JAG officer who volunteered for the battle zones of Iraq. He has a wife and child straight out of central casting. Plus he’s got that royal name.

The thought here, however, is that it’s too much for Laxalt to be expected to defeat Democrat Ross Miller for attorney general this year.

Miller has been campaigning for attorney general for more than a year. Some say he’s been game-planning this race since he was re-elected as secretary of state in 2010.

He’s raised almost $1.4 million and has his own royal bloodline since his dad, Bob Miller, served 10 years as Nevada’s governor.

Like Paul Laxalt, Bob has friends in high places. Bill Clinton comes to mind. The former president wrote the foreword to Bob’s recent autobiography, “Son of a Gambling Man.”

The venerable and respected retired Sen. Paul Laxalt, 91, is perhaps too elderly to help his grandson’s campaign much. But that is not the case with Bob Miller, who’s still strong enough to arm wrestle you for a donation to his son’s campaign.

Yes that’s really the Nevada Secretary of State Ross Miller winning his first — and last amateur MMA bout.
The 36-year-old Miller has been in office since 2005.

More importantly, Nevada Democrats have a voter registration advantage over Republicans of almost 112,000.

Many are counting on a Republican upswing in 2014. It remains to be seen if that carries the day in the AG’s race.

IF ADAM LAXALT could turn back time, it might have been better for him to start his political career in Carson City and not Las Vegas, where he lives now.

Carson City is his grandfather’s hometown. Paul Laxalt played on Carson High School’s 1938 state championship basketball team. That’s how far back the family legacy goes.

The Laxalt name remains huge in Carson City. Pulitzer Prize-winning journalist Warren Lerude recently finished a book on Laxalt’s brother, Robert Laxalt, perhaps Nevada’s greatest author.

The state capital would certainly have embraced the homecoming of Paul Laxalt’s grandson. Maybe the smarter move for Adam Laxalt would have been to start his political career in Assembly District 40, representing his grandpa’s hometown.

Who wouldn’t vote for a Laxalt in that district? This year especially, Laxalt could have waltzed into Carson City’s open seat in Assembly District 40 and begun plotting his ascension to Congress.

With some legislative experience, Laxalt would be a better and more seasoned candidate for attorney general — or any other office — on his way to the top.

He certainly would be setting himself up to succeed Rep. Mark Amodei, R-Carson City, or beat him in a future primary. Amodei’s 2nd U.S. House District would be a good fit for Laxalt. Its residents respect military service and Nevada history.

As a congressman, Laxalt’s close ties to his grandfather and mother’s friends in Washington, D.C., could be put to use for Nevada voters, since we are talking about A-List Beltway Republicans.

Maybe Laxalt has the potential to become a statesman, like his grandfather. But he has to win an election first.

The hope here is that Adam Laxalt didn’t get suckered into an attorney general’s race he can’t win — one that may end his political career before it gets started.

Carson City, Secretary of State websites to report up-to-the-minute primary election results

Nevada’s only official primary election results reporting website, www.SilverStateElection.com, launched Friday in preparation for Tuesday’s 2014 primary election. The comprehensive reporting website allows the public to easily monitor the official results as reported by election officials statewide throughout the evening of the election.

For the local Carson City election, results can be found on the Carson City Election Office website here and on CarsonNow.org. Polls are open from 7 a.m. to 7 p.m. at the Carson City Community Center, 851 East William Street. Election results will begin to filter in after 7 p.m. first with the results from early voting.

The National Defense Authorization Act (NDAA) is a bill that normally funds the military.  However, in 2012, two sections (1021 & 1022) made the NDAA the most dangerous law since the U.S. Civil War. Repeating the mistakes of WWII, when we detained 120,000 Japanese-Americans on race alone, this law authorizes the indefinite military detention of any person suspected of an affiliation with terrorism.  This law applies to American citizens in America, non-citizens in America, and American citizens abroad. It doesn’t matter.

No charge. No trial. No day in court. Passed 93-7 in the Senate, 283-136 in the House.

How does it affect you?

The government just redefined a “terrorist.” It’s not someone convicted of blowing up buildings anymore. It’s everyone. According to multiple documents from the FBI, Department of Homeland Security, and other agencies, It’s people who are “reverent of individual liberty,” “suspicious of centralized authority,” and “antifederalists.” It’s people who carry cash instead of credit. It’s people who are against fracking. It’s Constitutionalists, Ron Paul supporters, Democrats, Republicans, tea partiers and occupiers. Essentially, it’s everyone.

What can you do?

Don’t get Kieckhefer’d again. Vote for the authentic conservative candidate, Gary Schmidt.

On April 20, 2010 on the Sam Shad Show (Nevada Newsmakers) then candidate Ben Kieckhefer said he will not vote to extend the sunset on the “temporary” $600 million tax hike that was passed in 2009.

 

Then Senate-candidate Ben Kieckhefer promises not to raise taxes in 2011. Kieckhefer specifically says he will not vote for extending the “sunset” taxes.

In fact, in spite of his promise (above), Ben Kieckhefer voted FOR extending the sunset TWICE — in effect, VOTED FOR A HUGE TAX INCREASE twice — once in the 76th session (2011)  immediately after his promise never to do so, and again in the 77th session (2013) of the legislature.

Sheriff Gerald Antinoro is squaring off against two of his own deputies in his re-election bid.

But the fact that they all work together has not stopped this race from getting downright ugly.

“Definitely one of the dirtiest campaigns I’ve ever seen in my 30 years in law enforcement.”

As Antinoro seeks his second term as sheriff on the Comstock, he finds himself not only defending his record, but his character. Antinoro is facing off against Tim Guthrie and Shawn Mahan.

Among the questions that have surfaced is why a member of the Hells Angels motorcycle gang is featured in one of Antinoro’s campaign brochures planting trees. News 4 asked Antinoro for an explanation. “So he belongs to an outlaw motorcycle group, but anybody who’s willing to lend a hand and improve our community, I’m not going to turn that down.” VC Sheriff Gerald Antinoro

News 4 has also been contacted by several people inside and outside the Storey County Sheriff’s Office, who claim Antinoro covered up a murder after Virginia City resident Judy Black fell down some stairs in her house and died recently.

Antinoro said all signs point to an accidental death. But sources close to the case said the scene looked suspicious, because of the amount of blood found throughout the house on Combination Road. They said there was blood upstairs and downstairs, and that Black suffered “trauma from head to toe”. Our sources also said her injuries were so severe that her family was not allowed to see view body at the mortuary.

The sheriff said there is no cover-up. “It’s been thoroughly examined, thoroughly documented,” Antintoro insisted.

But that does not compare to a complaint filed with Sparks Police in January, accusing Antinoro of rape. The alleged victim told police, “(Then deputy sheriff) Antinoro had sex with me while (another deputy named) Dosen pleasured himself.” The alleged victim said it happened sometime in 2006. That was eight years ago. 

News 4 asked Sheriff Antinoro to respond to the allegation. “One, I categorically deny committing any sexual assault at anytime in my life,” he said. neil rombardo scandal

Antinoro said he questions why the complaint was filed eight years after the fact, during the middle of a political campaign. And he also wonders why he was never even contacted by Sparks Police.

The Sparks Police Department said by the time that complaint was filed, the statute of limitations on rape had already expired. So there was nothing for them to investigate. As for why the woman who filed the complaint waited eight years before speaking up, Sparks Police said they did not ask about that, because they do not want to discourage other potential victims from coming forward in any case.

Even though the case was never investigated, the accusation is out there and the complaint is now a public document. “It stinks of a witch hunt,” said Antinoro. “Unnamed person making a complaint where there’s absolutely no basis.”

If that is the case, the question is, why in the typically friendly, small town of Virginia City have the politics become so mean-spirited?

It depends who you ask. Some say Virginia City is simply a town that does not like change. “It’s the old guard versus the new guard,” said local business owner Breck Greninger. “And Jerry rode in wearing a white hat.”

Others, like Storey County District Attorney Bill Maddox, said it is simply a fact of life in a small town where everybody knows everyone. “It’s a little more personal, the fewer people you have. In Virginia City, most of the people know the candidates, so it’s a little more personal in small towns than it is in the big cities.”

The question is, will the rumors and the accusations impact the vote on election day?

News 4 did speak with Guthrie and Mahan, the other two candidates in the race. They both deny having any role in spreading these accusations.

As far as the rape allegation, that case is closed. When it comes to the death of Judy Black, Sheriff Antinoro said it appears to be accidental, but he is awaiting the results of an autopsy before making it official.

Early voting in Storey County begins on Saturday.

CARSON NOW: Carson City sheriff’s candidates square off on Disagreements came at other areas of the Carson City Sheriff’s Office, which has a budget of nearly $16 MILLION DOLLARS!!!

With early voting in Nevada’s primary election beginning Saturday, Carson City residents learned more about some of the philosophies of candidates in the contested races during Wednesday night’s candidate forum hosted by the Carson City Chamber of Commerce.

The Performance Hall of the BAC was a full house for the forum, with hardly an empty seat found for the first segment where the candidates for sheriff were questioned. The audience was reduced to about half after the sheriff’s candidate portion ended.

During the forum the four candidates for sheriff squared off on topics such as staffing, drugs, and budgets. There was one agreement among candidates when it came to the city’s intense crackdown with gangs over the past four years.

Ken Furlong, up for re-election as sheriff, said four years ago the city was facing issues with a growing number of gangs in town. Gang activity has since been virtually non-existent and it was the department and the support of Douglas and Lyon County law agencies and community organizations that were responsible for the success of the crackdown.

A question was posed about how the budget has been justified given that the crime rate is going down.

Candidate Deputy Don Gibson said 12 positions were lost in the 2010 budget, and that the administration should have cut into administration more to pay for line level officers on the street instead of promoting a captain.

The money for the captain’s salary could have been split to pay for two patrol deputies, said Gibson. He said the nearly $16 million budget is a sufficient amount for the department to run on, but that he would allocate the money more wisely by hiring less administrators and more line level employees.

Candidate Sgt. Daniel Gonzales said he would not fill assistant sheriff positions if elected and would instead use the savings to pay for costs associated with the department’s aging fleet of vehicles and new technology. He said the administration side of the agency has become “top heavy” and that he would use the budget more creatively for better patrol vehicles and more officers on the street. He said he would look for creative ways to make cuts so that both middle schools would have police officers assigned to them.

Ty Robben Excellent idea by Dan at 31:24 to have the CCSO Deputies wear body audio/video cameras to help abate the rampant, wholesale corruption by some bad CCSO Deputies… They should also wear these in the jail too. Too many beatings and planted evidence and stuff like that with the CCSO. The cameras have help in notorious corrupt police departments like New Orleans and the LAPD. The CCSO has a corruption problem as Dan and the other candidates have discussed and the community is concerned about the police state, rights being violated and the cost of the lawsuits.

At 30:55 Daniel Gonzales talks about inmate processing fees – what is this? why would an inmate pay a fee Mr. Gonzales? Where does all the money go from the $1.09 top Ramen you sell in the commissary at a 1,000% mark up along with the other junk food inmates have to buy to keep from starving? Lorne please bring this up, the CCSO makes big money off the inmates. The CCSO also get federal money or inmates too.

Ty Robben Furlong covers up crime in Carson City and does not report “gang” crime. This is a fact, and lets criminals of the hook like they did when let let Keith urr of the hook for running meth or the “gangs” along with a felon in possession of 60 loaded AR15 and AK47 machine guns. Just Google Keith Furr on Carson Now and the Appeal and read and then see my story on Nevada State Personnel WATCH by searching for Keith Furr. Furlong also does not go after drug (meth and heroin) dealers because he makes money from this according to inside sources, or shall I say confidential informants. The jail is poorly managed, inmates do not get their meds or proper medical care. There are problems with the food and water and inmates have been poisoned there. This is unacceptable. Lorne Houle knows this first hand and should use his platform to expose the corruption the others candidates will not.

Please see my website Nevada State Personnel Watch where I point out some serious concerns about the CCSO under the current regime. As many Carson City residents know i was recently released from 6 long months in Furlongs jail where he had me in the “hole” or trumped up charges against his friend Judge John Tatro. All charges against me were dismissed by the Douglas County DA after the Carson City DA Mark Krueger was kicked off the case since I have filed FBI complaints against him and I am currently in Federal Court with pending legal action against them. The list of concerns with the CCSO under Furlong are too long to add here, so please see my website and vote for anyone but Furlong.


lorne Houle Very well spoken candidates!!! When I went up on stage, I couldn’t remember what to say… So instead, I kept saying “ummm” and “you know” WAY too much… lol. Great questions although I couldn’t answer some of them since I’m not yet part of the Sheriff’s Department and not privileged to “department drama”.

Candidate Lorne Houle said he would cut his own salary by half if elected, with cost savings to go toward more energy efficient police vehicles. He also noted there could be a cost savings in the department if cuts were made at the jail, placing more people on house arrest for non-serious crimes, thus freeing up jail staff salaries.

Furlong said in the last six months the sheriff’s office removed a captain’s position and back filled it with two deputies. It had an assistant sheriff retire and that position was not filled and a forensics position went from a sworn position to a non-sworn position. The agency has already done what the candidates are saying should be done, Furlong said.

He noted the Sheriff’s Office runs efficiently around 3 percent below what is allowed in the budgets. Furlong said the fleet of vehicles the department has have been maintained, saying “sometimes it is better to hold off a year,” when purchasing vehicles, because money could be better spent elsewhere.

Candidates were asked about what changes they would make to the department.

Gonzales said he would enhance what the agency has and take it to the next level. He said he would utilize the sheriff’s reserves more and noted that if the department is running 3 percent of the budget annually, than it ought to have better equipment. He noted that recently a canister of pepper spray that was used in the jail and had a stamp on it that said use before 2003. “We should be providing employees equipment to serve you better.” He also advocated the need for technology upgrades including body cameras.

Furlong noted changes are already being made at the department for next year. Management has been rolled back, due to retirements and attrition, countering a criticism earlier that administration had become top heavy. He said that half of the cuts from 2010 were not from the front line and that the supervisors do work as patrol officers as well. He noted the agency is running as lean as it can and will continue to run lean.

Gibson said he would like to see staffing go to 7 deputies on the street instead of the minimum level of 4 deputies. He said he would pay for the additional officers on the street by cutting adminstration-level officer positions. Gibson also said he would eliminate a numbers based management philosophy where there is a mindset that officers need to be writing more tickets, saying “it turns the very same people who we serve and protect into the victims of our production.”

Houle said he would strengthen the relationship in the community between the agency and the officers on the street. He said there are two groups of people, those who are friends of the department and those in the community who are nervous and skeptical of the agency. He said he represents those who are skeptical, and thinks officers give too many tickets and are policing the wrong people, including low level drug users. He said that drug users are not criminals but are treated like them, saying there needs to be more services for drug addicts instead of throwing them in jail.

Though there wasn’t a direct question posed, there was disagreement on the way the Sheriff’s Office special enforcement team is being run. Gibson, a former SET officer, noted the agency spends too much going after the low-level drug users instead of focusing on the bigger problem, the drug dealers themselves.

He noted that the department ought to be targeting drug suppliers because of the assets they have that can be seized. By taking the assets such as homes and vehicles, less taxpayer money would be spent on drug enforcement because the assets from drug dealers would pay for the SET team.

Gonzales said he would add another officer to the SET team. He said the SET philosophy is that the low-level drug offenders are typically the ones breaking into homes and businesses to pay for their drug habits and therefore it is essential to work to get them off the streets. He said the Tri-Net task force, which handles the high level drug sellers, needs to be held accountable for going after those with large sums of drug money.

“We know the drugs are coming in, let the people who focus on that do their job,” he said.

The candidates were asked about mental health and law enforcement issues. Furlong noted the city as well as the state and nation are dealing with issues of mental illness and policing and actively working on crisis intervention, which is being done in Carson City with mental health now incorporated into response plans. “We are working collaboratively with every agency we possibly can,” said Furlong.

Gonzales noted that he is a trained Crisis Intervention Instructor and he teaches staff. He said he would work to take the CIT program to the next level with mobile health units to better address suicide calls. Houle noted that drug addiction and mental illness are illnesses and that they should not be treated like criminals. He said mental health subjects should not be kept in jail but put in group homes where they can be given the help they need.

Excellent idea by Dan at 31:24 to have the CCSO Deputies wear body audio/video cameras to help abate the rampant, wholesale corruption by some bad CCSO Deputies… They should also wear these in the jail too. Too many beatings and planted evidence and stuff like that with the CCSO.

We think this is a very, very good idea, but they will still tamper with the audio/video like the did with Mike Weston.

These days, the department is trying to rebuild the public’s trust — which is where the body cameras come in.

Officer Johnny Brumfeld, responding to a call in the French Quarter, has one of the cameras mounted on his chest. He’s supposed to record almost all interactions with the public: “Whenever there’s a call for service, right before I engage in contact with the party that calls or any self-initiated contact,” he says.

An ‘Unvarnished’ Record Of Events

The department brass want the public to notice the cameras.

“It’s just a win-win,” says Ronal Serpas, New Orleans’ superintendent of police. He’s trying to convince a federal court that the police department has changed — that it’s reformed enough to get out from under a federal consent decree. The cameras are one way of demonstrating the department’s spirit of transparency.

“The body-worn camera can help us have that unvarnished re-creation of what happened,” Serpas says. “It’ll give supervisors an opportunity to say something along the lines of, you know, ‘Mrs. Smith, our officers did not treat your son poorly, and we actually have evidence to that now.’ Or, ‘You’re right, we did not do a good job.’ “

But what happens if an officer stops recording — say, right before Mrs. Smith’s son gets roughed up? The chief says that kind of “selective recording” won’t be tolerated.

“Clearly, if an officer was to interrupt that by their choice and they didn’t do it any other day that week, they haven’t done it any other day that month, it’s gonna raise a lot of suspicion,” Serpas says.

The department’s body camera rules do not spell out the penalty for failing to record, though Serpas says a cop can be fired for being untruthful.

So, with these undisputed acts, why is the CCSO still covering this matter up?

    In fact, the two “doctors” at the Carson City Jail named “Doctor Joe” or Dr. JOSEPH MCELLISTREM and Carson City Jail nurse practitioner David Ramsey are not legally M.D. doctors at all prescribing medications, or in this case taking them away from people in the most need.

The Carson City Chamber of Commerce will host a forum May 21 for primary election candidates.

A spokesman said there are two Republican candidates for Assembly District 40 and two Republicans running for Senate District 16, which includes south Reno and Carson City.

In Senate District 16, GOP candidates Ben Kieckhefer, the incumbent, and perennial candidate Gary Schmidt will face off. There is also a Democrat, Michael Kelley, and Independent American, John Everhart. Neither has a primary race.

In District 40, Republicans Jed Block and PK O’Neill will face off for the seat the seat from which Pete Livermore is retiring. Democrat Dave Cook and Independent American John Wagner don’t have primary races.

There are four candidates in the Carson City Sheriff’s race: incumbent Ken Furlong, Don Gibson, Daniel Gonzales and Loren Houle.  The candidates for district attorney, the post being vacated by Neil Rombardo, are Assistant DA Mark Krueger and Carson lawyer Jason Woodbury.

Chamber officials say that even though there is no primary race in the supervisor’s races, the incumbent candidates have agreed to meet with their challengers.

The forum will be held in the Brewery Arts Center Performance Hall beginning at 6 p.m. May 21.

The Sheriff’s primary race has four candidates seeking that office and will be reduced to two or could be won in the primary negating the necessity for a general election vote. This race is of the most interest to the voters.

There are two Republican candidates for Senate District 16 while the Democratic primary seat is unopposed. The Assembly District 40 seat that will be relinquished by Republican Assemblyman Pete Livermore has two Republican contenders and the Democratic candidate is unopposed. The primary winner in each race will proceed to the general election.

Although there is not a primary in the case of the two Carson City Supervisor’s race, the incumbent candidates have agreed to meet with their challengers.

The event will be televised live over ACCtv beginning at 6 p.m. Go here to watch live coverage.

The BAC Performance Hall is located at 449 W. King Street in Carson City. The Sheriff candidates will start off the evening followed by those seeking state office and culminating with the local supervisor race. Each segment is anticipated to be one hour with 10 minute intervals for audience questions. A Chamber committee has formulated the questions and will not release those questions until the evening of the event.

Early voting begins on May 24 and ends June 6. Election Day is June 10. Carson City has a total of 24,909 voters as of April 2014: 11,509 Republicans; 8.160 are Democrats; 1,402 Independent American and 3,900 non-partisan.

In the competitive Nevada attorney general’s race, Democrat Ross Miller has raised more than $1.25 million so far compared to $543,000 raised by Republican Adam Laxalt, their campaigns said Monday.

Miller reported having about $700,000 in cash on hand while Laxalt reported $440,000 in cash as the two stockpile money for their coming Nov. 4 general election since neither has a June 10 primary opponnet.

Laxalt, the grandson of former U.S. Sen. Paul Laxalt, had an impressive 2014 fundraising period. He raised all of his money from January through May 16, the end of the reporting period, thanks to big-name donors such as Donald Rumsfeld, the former Secretary of Defense; Ed Rollins, who ran President Ronald Reagan’s campaign; and GOP Gov. Brian Sandoval.

During the same time period this year, Miller raised $255,000, according to his latest report. Last year, however, the secretary of state and son of former Gov. Bob Miller, raised about $880,000 as he got a head-start in the contest.

Laxalt said he met his fundraising goals.

“I am truly humbled by the outpouring (of) support from so many people across Nevada and throughout the country,” Laxalt said in a statement. “In just a very short time since entering this race, we have reached our initial fundraising goals and strongly exceeded some early expectations of our campaign.”

“We are in the middle of a Reaganesque revolution brought on by the most overreaching administration since Jimmy Carter,” he added. “I am happy to give a voice to those who are deeply concerned about the direction we are headed.”

Miller, too, expressed gratitude and noted he had the support of local prosecutors and police.

“I am humbled by the overwhelming support from Nevadans for our campaign,” Miller said in a statement. “Everyday we are building a campaign that is bringing a variety of stakeholders from across Nevada together – including prosecutors and police officers.”

More than half of the more than 600 donors to Laxalt were Nevadans, according to his campaign.

Miller’s campaign said that 93 percent of his donations came from Nevada.

Big name Nevada donors to Laxalt included Frank Fahrenkopf, former president of the American Gaming Association and the Republican National Committee; Former Clark County Commission Chair Bruce Woodbury; U.S. Rep. Mark Amodei, R-Nev.; Las Vegas City Councilmen Bob Beers and Stavros Anthony; and gaming executives including Lee Amaitis of Cantor Gaming, Mike Leven of the Las Vegas Sands, Corp., Tim Poster and Bill Weidner. Sandoval donated to Laxalt via his New Nevada Political Action Committee.

Laxalt won support from national figures as well. Besides Rumsfeld and Rollins, he got donations from Reagan biographer Craig Shirley, investor T. Boone Pickens and Jim Nicholson, former RNC chairman and U.S. Veterans Affairs secretary.

Besides Laxalt and Miller, Jonathan Hansen of the Independent American Party also is running for attorney general.

Groups like the U.S. Chamber of Commerce are spending heavily nationwide to keep Democrats out of the powerful posts.

The ads accuse Nevada Secretary of State Ross Miller, a candidate for state attorney general, of living a lavish lifestyle at the taxpayers’ expense.

Shots of Miller with Mike Tyson and Hugh Hefner’s former girlfriend flash across the screen as the narrator highlights more than $60,000 in gifts Miller has accepted from “special interests” since taking office in 2006.

“He lives the life,” the narrator says. “You pay the tab.”

The $500,000 ad campaign is being paid for by a nonprofit from Virginia called the State Government Leadership Foundation. It’s an impressive sum, especially considering the ads ran three months before a primary in which Miller is running unopposed, and for an office that doesn’t normally get so much attention. Miller’s campaign called on TV stations to pull the ads, challenging them as misleading.

So why is so much money being poured into the race and who is behind it? The biggest underwriter of the group behind the ad is the U.S. Chamber of Commerce and the affiliated Institute for Legal Reform, according to a Center for Public Integrity investigation.

The Chamber isn’t talking, but it’s not hard to figure out why state attorney-general races are getting so much of its attention, not just in Nevada, but across the country.

First, the joke is that “AG” stands for “almost governor” in the 43 states where they are elected, as many go on to higher elected office. Spending on these races is an investment in the future. Eight current governors and eight current U.S. senators were previously state attorneys general.

Registration begins for Carson City Sheriff’s Office 2014 Citizens Academy

The Carson City Sheriff’s Office Citizens Academy returns in June with registration now underway. Residents interested in law enforcement or are curious about how the Carson City Sheriff’s Office operates are invited to participate in the academy.

The Academy is open to adults 18 years of and older with a preference given to Carson City residents, local merchants, their employees and senior citizens. The classes will run weekly on Wednesday nights from 6 to 9 p.m. from June 4 through August 13, 2014. Classes are held in the Ormsby Room of the sheriff’s office at 911 East Musser, with some classes held at off-site locations. There is no charge.

We are determining who will participate in those debates based on three equally weighted variables that will determine the 10 most viable candidates. Common Core is a new standard intended to change the purpose, content and

methodology of K-12 education. It is coming to public, charter, private and home schools. There is no escape; textbooks, the SAT and the ACT will be “common core compliant.” State and federal departments of education are using “Every Child Left Behind” and “Race To The Bottom” grants to push it. Common Core is one of the pillars of 0bamaʼs “fundamental transformation.”

The Carson City District Attorney’s office is moving to reinstate criminal charges against Ty Robben — including that he tried to solicit a hit man to kill Justice of the Peace John Tatro.

Two cases involving Robben were turned over to the Douglas County DA’s office after Senior District Judge Charles McGee in Reno disqualified the Carson DA’s office from handling them.

But two months after that ruling, McGee, of his own volition, entered an order saying he would reconsider that decision in light of an April opinion by the Nevada Supreme Court effectively reversing the precedent he relied on in disqualifying the DA. While McGee said he still has concerns, he would like to see the issue briefed and would consider reinstating the Carson DA’s office.

But in between his first order and the second one, issued April 15, Douglas DA Mark Jackson dismissed the solicitation-to-commit-murder charge as well as the libel, stalking and harassment charges filed in the first case. He said in the dismissal notices that there wasn’t enough evidence to prove the charges beyond a reasonable doubt.

Putting Carson City back in charge would allow the office to refile the charges against Robben, including solicitation to commit murder, a Category B felony punishable by up to 15 years in prison.

The bottom line and the facts are Robben did  not solicited murder on Judge Tatro, instead it was the other way around when Robben’s cell-mate (cellie) named Keith Furr attempted to solicit Robben. Robben informed his lawyers and the FBI about the situation prior to being charged. Robben could not report the incident to the Carson City Sheriff (CCSO) since they were the one setting him up. The CCSO would not respond to Robben’s inmate request forms and stole his legal papers. The CCSO still has Robben’s computers after the Douglas County DA has released the property.

The CCSO alleges Furr wore a “wire” to secretly record Robben in his cell conspiring with Furr to hire a hit man for a “roofing job”. The recording show Furr solicited Robben and Robben declined. Lyon Deputies Arrest Dayton Man Wanted on Several Charges

Lyon County deputies have arrested a man they say was wanted on drug and stolen property property charges.

Deputies had been searching for 51-year-old Keith Wayne Furr of Dayton all weekend after receiving a felon warrant for possessing stolen property.

Around 9:45pm Sunday, they received a tip Furr was spotted at his trailer located in the 1000 block of Highway 50. When deputies arrived, they found Furr packing personal belongings into a vehicle. They say when he saw them, he ran away, and after losing him for a brief time, they found running east along Highway 50.

Furr was eventually arrested after a brief struggle.

During the investigation, deputies say an associate of Furr — 43-year-old Melanie Sandomierski of Dayton — was also arrested for harboring a fugitive for possession of a controlled substance.

Furr is charged with principle to possession of stolen property, resisting arrest, criminal contempt (Carson City Justice Court Warrant), possession of drug paraphernalia and violation of extended protection order.

Furr’s bail is set at $15,920 while Sandomierski’s bail is set at $12,500.

Carson City sheriff’s officers make numerous drug, misdemeanor arrests over weekend

Two men were arrested Sept. 27 and face felony drug charges after Carson City Sheriff’s Special Enforcement Team officers found methamphetamine in a console of a van. Both men denied the meth was theirs.

Keith Wayne Furr, 51, and William Dale French, 42, of Dayton were arrested in the 4900 block of Highway 50 East at 5:28 p.m.

According to the arrest report, an officer was patrolling eastbound Highway 50 near Sunrise Road when he noticed a Chevy van with an expired California plate traveling westbound. The officer followed the van to a mobile home park where it drove into a space. The men got out of the vehicle and went around to the back of a mobile home. The men were given instructions to stop what they were doing and put up their hands, which they didn’t do, each rummaging through their pockets, according to the arrest report.

French told officers that he was a passenger in the van and was just getting a ride. He stated that Furr saw the officer on Highway 50 and stated he knew it was a cop. French told officers that Furr was nervous and drove quickly into the mobile home park. He said they didn’t know anyone who lived in the mobile home park.

A K9 did a drug sniff of the yard of the mobile home park where the dog located a small amount of marijuana along with some cash near a grill. French was asked about the marijuana and he stated it was Furr’s and he is the one who hid it. Officers spoke with Furr who stated that French was the one with the marijuana and was hid it. Furr also stated he knew the officers who stopped him were part of the SET team from the sheriff’s office when he was driving on Highway 50, according to the arrest report.

Department of Alternative Sentencing assisted with the investigation as it was learned that Furr was on a list that allowed for searches. The K9 conducted the search of the van. In the van a hypodermic device was found along with a small amount of methamphetamine and another open bottle of alcohol in the middle console of the van, within reach of both men, the arrest report states.

Officers again asked both about the meth and hypodermic device. Furr said it belonged to French and French said it belonged to Furr, the arrest report states.

Officers then learned that the rear plate of the van had a valid 2014 registration sticker however the registration was expired as of 2010, according to California DMV. The plate was taken for evidence and later booked at the sheriff’s office for fictitious registration. Dispatched advised Furr did not have a valid license in Nevada or California.

Both men were booked. Furr faces the following charges: felony possession of methamphetamine, gross misdemeanor destruction of evidence. Misdemeanors include possession of marijuana, no valid driver’s license, expired registration, no proof of insurance, possession of a hypodermic device, violation of conditions, open container and fictitious registration. Bail: $11,179. French faces a felony charge of possession of methamphetamine and a gross misdemeanor charge of destruction of evidence. He also faces the following misdemeanor charges: Possession of marijuana, possession of a hypodermic device and open container. Bail: $6,874.

More details have emerged following the arrest Friday of a Dayton man that led to Carson City and Lyon County authorities to recover approximately 60 stolen weapons, a stolen vehicle and narcotics. Three others were also arrested.

Keith Furr, 52, was arrested on charges of being an ex-felon in possession of a firearm, contempt of court and criminal contempt and is being held in Carson City with a bail of $23,500.

According to the arrest report, deputies were dispatched Friday at around 3 p.m. to the area of Clearview Drive and South Edmonds after a person called dispatch to advise there was a vehicle stuck on top of the next to Prison Hill.

When they were approximately 100 meters from the vehicle they observed Furr carrying a short-barrel AR-15 and a white metal carrying case.

The man immediately attempted to walk past the officers and appeared nervous, making movements like he was about to run from the officers, the arrest report states.

The officers asked the man who the gun belonged to and Furr said a man that he did not know handed the weapon and a case to him and told him to carry it to the top of the hill. Furr stated the man would meet him shortly thereafter, the arrest report states.

Deputy Kepler walked to the vehicle and checked the license plate through dispatch and advised the plate came back to a subject in Lyon County and then walked back to speak with Furr. As the officer returned, Sgt. Humphrey informed the deputies that Furr was a felon. Furr also admitted to this, the arrest report states. Deputy Kepler and Trotter took the man into custody at 5:12 p.m. for being an ex-felon in possession of a firearm.

Dispatch advised Furr was on alternative sentencing, which then placed a hold on Furr for violation of conditions of probation and violation of a court monitored sentence.

Through the combined efforts Carson City Sheriff’s Office and Lyon County Sheriff’s Office, four people were arrested for felony and misdemeanor charges and parole violations. During the investigation approximately 60 stolen weapons, a stolen Chevy pickup with a camper shell and illegal narcotics were recovered, authorities from both agencies said.

Both Carson City Sheriff’s Office SET and Lyon County Gang Unit are still following up on leads to other crimes and suspects as a result of the arrests. Because of the investigation and leads into the case, the names of the three other suspects have not been released.

Krueger declined to comment on the filing, but the court document states that his office maintains “there has never been a conflict of interest” in the cases against Robben.

Robben’s troubles began when he was terminated from the Department of Taxation. His appeals of the termination were rejected at every level.

Robben claims the termination was retaliation for exposing corruption in the Nevada Department of Taxation. The Las Vegas Review Journal newspaper did a story on Robben’s claims that the new $50 million dollar computer IT system had serious problems costing the State money. Robben also complained about other issues including the mine audits and personnel issues with other employees engaging in inappropriate behavior. Robben’s co-worker Morgan Canfield send numerous pornographic emails to other employees over the State email system and IT director Vince Cherpeski used inappropriate language and discriminated against employees. A Taxation employee other than Robben was so upset with Cherpeski they defecated on his desk!

Taxation Department losing tens of millions of dollars a year, ex-employees say

CARSON CITY — The state is losing tens of millions of dollars a year in tax revenue because of an inefficient computer system that prevents department auditors from reviewing the tax records of companies in a timely manner, according to two former Nevada Taxation Department employees.

They place the blame primarily on a computer system that, while not antiquated, is slower and not user friendly, saying that a new system is needed.

The department’s annual report, released Jan. 15, shows 1.24 percent of businesses in the state were audited during the past fiscal year, almost half the total in the 2006-07 year, just before a new $40 million tax accounting system went online.

They also said that mismanagement by former Taxation Director Dino DiCianno has contributed to the department’s inability to perform more audits and that he deliberately stopped audits of the mining industry. DiCianno closed the agency’s Elko office in June 2010 as part of a cost-cutting plan by former Gov. Jim Gibbons, though the mining industry was booming and the auditor there could have recovered millions in unpaid mining taxes, they said.

DiCianno, who did not return a phone call seeking comments Tuesday, abruptly retired from state government in March, a day after telling legislators that mining companies had not been audited for two years because he lacked qualified auditors to check their records.

Taxation Department executives told legislators that the mining industry operated on a “self-reporting” tax system.

After DiCianno’s departure, new Gov. Brian Sandoval required the department to undertake mining industry audits.

That work produced $1.2 million in additional revenue from audits in the fiscal year that ended June 30, although the employees said much more could have been secured except for a three-year statute of limitations on unpaid taxes.

Still the employees and their union representative said far more revenue could be secured if the number of audits returned to the total of past years.

“It is our members’ assertion the total number of audits is down because of the computer and software system,” said Vishnu Subramaniam, executive director of the American Federation of State, County and Municipal Employees Local 4041. “Individuals have to pay their fair share of taxes. We should expect the same from Nevada businesses.”

Although no one was critical of his performance, new Taxation Director William Chisel did not return three messages left by the Review-Journal on his office phone over the past week and a half.

Sandoval, however, expressed support Tuesday for Chisel, adding it is the director’s plan to concentrate audits on companies where the returns can be greater.

“I will have a conversation with the director,” Sandoval said. “Mr. Chisel’s background is as an auditor. They are developing systems to go after the higher returning entities.”

Subramaniam arranged for the two former Taxation Department employees to speak with a Review-Journal reporter. They both requested anonymity.

One is still employed in state government. He said he told legislators before the meeting in March that DiCianno was not having the department audit mining companies.

He said he previously worked for a mining company and is proficient in auditing their records. Instead, he was assigned to audit businesses where the return for the state was far less.

This employee said no net proceeds of minerals audits were performed for 10 years.

“We did sales tax audits. We did business tax audits. We did everything but net proceeds of minerals,” he said. “I was stifled by Dino (DiCianno).”

The other source, who said he is familiar with the computer system, said, “It wasn’t right from the beginning. It has been completely dysfunctional.”

The system will not even properly add up numbers, he said.

As an example, he said the system software would show a 990 answer for adding up a group of numbers with an actual sum of 1,000. Replacing it with a new system would cost $100 million, he added.

Auditors for the Taxation Department do not need accounting degrees but can take a couple of night courses to qualify for the job, according to the former taxation auditor. He said pay is too low to attract highly qualified people.

According to the state Personnel Division, tax auditors are paid $39,108 to $69,029 a year, depending on their experience.

A person with a high school degree with previous auditing experience who has completed six credit hours of college accounting classes can be an auditor.

“I would always collect or recover five times or more what I earn,” he said. “The jobs pay for themselves.”

The annual report shows salary expenditures by the Taxation Department increased by about $450,000 to slightly more than $20 million a year in the past fiscal year.

Subramaniam said Sandoval needs to take the leadership to ensure the Taxation Department does more audits and businesses know they are being watched so they will pay their taxes, but with a 1.24 percent audit rate, businesses realize they can fudge their taxes with impunity.

“The least we could be doing is to ensure that Nevada businesses are paying their fair share in taxes — that they are paying what they’re supposed to be paying,” Subramaniam said.

PLACERVILLE, CA – A bankruptcy attorney who claimed he moved to El Dorado County the same week he filed papers to run for district attorney has abandoned his campaign after just 17 days.

Henry was dogged by questions about his residency after he filed election paperwork March 7 claiming he was living in the two-bedroom Placerville home owned by political consultant Cris Alarcon.

Contacted by News10 last Monday at the Rocklin townhouse listed by the State Bar of California, Henry explained that he spent weekends there with his 7-year-old son.

During a brief interview outside the El Dorado County elections department, Henry once again insisted he lived at the Placerville house, but conceded the circumstances didn’t look good.

“Many people might consider it inappropriate and I respect and understand that,” he said.

Henry said the main reason he was dropping out was to spare his son further exposure.

Henry’s attempt to unseat Pierson was largely seen as political payback for the prosecution of El Dorado County Supervisor Ray Nutting, who faces trial on fraud charges next month.

Nutting gathered Henry’s nominating signatures and works with Alarcon, who provided the Placerville address.

When reached by phone Monday afternoon, Nutting expressed surprise at Henry’s decision to drop out.

Adam Laxalt to run for Nevada Attorney General against Ross Miller

Las Vegas attorney Adam Laxalt, the grandson of former Nevada governor and U.S. Sen. Paul Laxalt, R-Nev., plans to formally announce today that he’s running for attorney general.

The Republican will face Ross Miller, the Democratic secretary of state, in the Nov. 4 general election if the two men win their respective primaries. Miller is the son of Bob Miller, a former governor who served for 10 years until 1999.

Cafferata said she didn’t know why he chose Reno to announce his candidacy, although Laxalt is more well-known in Southern Nevada and needs to raise his profile up north. Laxalt wanted to file his candidacy papers, too, but the filing period doesn’t open until March 3, running through March 14 for state and local candidates other than judicial.

After two terms as secretary of state, Miller, 37, has high-name recognition and has proved to be a strong fundraiser. He has collected about $900,000 for his campaign so far, according to a campaign finance report he plans to file this week. Many are small-time donors, who follow Miller on Twitter, where he has 16,566 followers, his campaign said.

Laxalt is a household name in Nevada politics, although the state’s new residents might not be as familiar with Paul Laxalt’s political legacy since he retired from the U.S. Senate in 1987 after two terms. He was Nevada governor from 1967 to 1971 and lieutenant governor from 1963 to 1967.

Adam Laxalt, who grew up with his mother, Michelle Laxalt, in the Washington, D.C. area, moved to Las Vegas a couple of years ago.

He made headlines last year when his mother and former U.S. Sen. Pete Dominici, R-N.M., revealed the senator was Adam Laxalt’s father — a secret his mother kept from her family, including her father, Paul Laxalt. Speculation at the time was that Dominici came forward because the news was about to be revealed, but it also could have paved the way for the younger Laxalt to run for political office without having to deal with an old scandal.

Campaigning as an underdog, Adam Laxalt is expected to get robust backing from many of Nevada’s leading Republicans, including Gov. Brian Sandoval, who has endorsed a string of strong statewide candidates to bolster the entire GOP ticket. The Nevada Republican Party had circulated a petition urging Laxalt to run as well.

But some Republicans, including six members of the Laxalt family, already endorsed or contributed to Miller, a moderate who has crossover appeal because of his actions in office and his father’s bipartisan legacy.

Neena Laxalt, who is Adam Laxalt’s aunt and Paul Laxalt’s daughter, is a Republican but has endorsed Miller.

“I will continue to endorse Ross,” Neena Laxalt said Monday in an interview. “I put my name with Ross a long time ago, and I’m proud to be supporting him. I think he is more competent, more than capable and more than qualified.”

Miller’s campaign manager Jim Ferrence said the popular Democrat has gained a lot of GOP and independent support. As for the battle between two political families, Ferrence said Miller is prepared for a high-profile race.

“We’ve been counting on a vigorous campaign no matter who got into the race,” Ferrence said. “Ross is looking forward to the debate process, not only on the issues, but on their experience.”

Miller was a deputy district attorney before he ran for secretary of state the first time in 2006.

Laxalt is a litigation and government affairs attorney in private practice with Lewis and Roca LLP. Previously, Laxalt was a lieutenant judge advocate in the general corps of the U.S. Navy from August 2005 until August 2011, according to his resume.

Eric Herzik, a political science professor at the University of Nevada, Reno, said the attorney general’s race should attract more attention from voters because the two men running come from famous political families.

“However, I think it’s still an uphill climb against Ross Miller,” Herzik said of Laxalt’s chances. “He’s well-established, has showed some crossover appeal, and he’s got plenty of money. And Laxalt really isn’t a known commodity.”

In his favor, Herzik said Laxalt doesn’t appear to have political baggage that can weigh down a candidate.

Thus he may appeal to both establishment Republicans who remember his grandfather and tea party types who want smaller government and less federal spending.

Former Deputy DA Jason Woodbury says he’s running for Carson City District Attorney against corrupt assistant DA Mark Krueger.

“Being elected District Attorney of Carson City would fulfill a dream I have had since I first set foot in a courtroom,” said Woodbury, 41, in a news release. “This is my first run for office, and no one is going to mistake me for a smooth politician. My only campaign strategy is to give this community an honest, straightforward look at who I am and what I stand for. I hope once they see my experience and our common values, Carson City voters will be convinced I am the right choice for District Attorney.”

Carson City District Attorney Neil A. Rombardo said in September that he was not going to to run for re-election.

Woodbury has spent his entire legal career practicing in Carson City, beginning in 1998 when he was hired as law clerk for Judge Michael Griffin. He joined the Carson City District Attorney’s Office as a Deputy District Attorney from 1999 to 2003 before entering private practice.

Woodbury is a partner in the law firm Kaempfer Crowell, where he works primarily in civil litigation and criminal defense.

“My experience as a prosecutor is important — voters need to know they have a D.A. with the skill to enforce justice on behalf of the community. But that skill must be guided by seasoned judgment — the ability to recognize what justice is in a particular case and the background to calculate the most efficient and effective way to achieve that just result. During 10 plus years of private practice, I have represented businesses — from one person shops to the largest industries in Nevada. And I have represented individuals, including some charged with a criminal offense. My broad legal background would be a positive foundation for the Carson City District Attorney’s office,” Woodbury said in his news release.

Woodbury is a graduate of the University of Nevada in Reno, and completed law school at the University of Utah. He and his wife, Stacy, live in Carson City where they are raising three children.

“I am honored to have the support of many wonderful people who call Carson City home. I hope voters grant me an opportunity to serve this community which has been so good to me and my family,” Woodbury said.

The public is invited to a meet and greet Tuesday, Jan. 28, from 5:30 p.m. to 7 p.m. at Glen Eagles Restaurant.

CARSON CITY, Nev. (MyNews4.com & KRNV) — Assistant District Attorney Mark Krueger announced his candidacy for Carson City District Attorney on Saturday.

As Assistant DA, Krueger has been second-in-command at the Carson City District Attorney’s Office since 2012, and leads a team of 22 professional and support staff.

“I have extensive experience working with city government and the criminal justice system,” he said. “Carson City needs an experienced prosecutor, civil litigator and team leader to fill the important role of District Attorney and I bring that to the table.”

Krueger previously served as Assistant District Attorney in Lyon County. In his 15-year career, Krueger has conducted over 35 criminal jury trials and has handled complex civil litigation. He has argued before the U.S. Ninth Circuit Court of Appeals, the Nevada Supreme Court, and federal and state district courts throughout the state.

Krueger has also worked as a Senior Deputy Attorney General for the Attorney General’s Office; and a law clerk to the former judges Michael E. Fondi, William A. Maddox, and former Supreme Court Justice William A. Maupin.

How about prosecute instead of “let’s make a deal”? Start by getting rid of the useless “Judge” Tatro who helps the criminal and screws the victim. Living in Carson City I have seen this many times. Tell us what we want to hear then do something completely different. Quit making the victim suffer by not making the criminal pay out the wazoo for once!

County moves to dismiss Merit Pay Complaint

Lyon County officials on September 18, 2012 filed a motion with the Third Judicial District Court of Nevada to dismiss the complaint filed against them by the District Attorney, Assistant District Attorney, Sheriff and other plaintiffs; or, alternatively, to remove the District Attorney and Assistant District Attorney as Plaintiffs and the Assistant DA as Attorney.

Assistant District Attorney Mark Krueger apparently will be leaving his Lyon County position effective September 21, 2012.   According to an August 22 email from District Attorney Robert Auer directed to County Manager Jeff Page and other County employees, Kureger has been hired as an Assistant District Attorney for Carson City.

DA and Sheriff set poor example

Regardless of what results come of the suit filed by District Attorney Robert Auer, Assistant District Attorney Mark Krueger, Sheriff Allen Veil and associated parties, in light of Lyon County’s financial woes all those linked to the filing of this complaint look like whiney, vindictive vultures.

They are certainly not in tune or in spirit with the cooperative attitude demonstrated by the vast majority of County employees – Association and non-Association members.

As noted in a previous commentary, the County Commissioners, with the support of County Manager Jeff Page and County Comptroller Josh Foli, set aside funding in the 2012-13 budget to cover potential costs upon settlement of the Employees Association and Sheriff’s Employees Association contract negotiations.  Negotiations had not been finalized prior to the required submittal of the budget and the beginning of the 2012-13 fiscal year.

In the final agreements the Employee’s Association decided to forego the 2.5 percent merit increase.  The Sheriff’s Employees Association pushed for and received the 2.5 percent merit increase.  Certain non-Association employees (supervisory personnel) feel they should receive the benefits gained by the Sheriff’s Employees Association.

First, as noted in a previous commentary, for 30 years – since the inception of employee associations in Lyon County – non-association personnel have been granted the same benefits/lack of benefits that the Employees Association contract granted.  If the non-association members who now feel they should instead be receiving the same benefits/or lack of benefits as the Sheriff’s Association employees, one must ask:

WHY DID THEY WAIT UNTIL AFTER THE CONTRACTS WERE FINALIZED TO VOICE THEIR DISSATISFACTION?  WHY DID THEY NOT MAKE THEIR DESIRE CLEAR DURING THE BUDGET WORKSHOPS AND PRIOR TO NEGOTIATIONS?

This whole scenario sounds like, looks like, feels like – a gang of poor losers.   Their team did not win under the standing rules, so they now want to change the rules and the score to their benefit!

According to County Manager Page, the commission’s decision to freeze the merit pay increase for those non-union (supervisory) personnel listed as Plaintiff’s saves the County an additional $80,100; however, in order to defend the County’s position a good portion of this money may now be needed for legal assistance instead of being used to meet some of the County’s many pressing needs.  And, if the commission decision is overturned by the court, $80,100 will have to be taken from other budget needs in order to pay the 2.5 percent merit increase to those employees claiming they deserve it. Costs of the County defending itself are not covered under its liability insurance.

The Board of Commissioners on Thursday (August 16) authorized County Manager Page to hire an attorney.  The County has hired Madelyn Shipman of Laxalt – Nomura. Her contract rates are $200.00/hour for her; $175.00/hour for an assistant attorney (if needed); and, $100.00/hour for a paralegal (if needed).

In light of DA Robert Auer’s threat to take the issue to court if the 2.5 percent increase for certain employees was not approved, some may suggest the commission (3 of the 5 members, anyway) should have simply conceded to the demands and threats of the DA and Sheriff, given the employees the 2.5 –percent increase and saved the county the potential costs of defending itself and, potentially, losing in a court battle.

I do not agree with this “easy way out”.  There are times when the commission must stand their ground, follow good conscience and take the principled path.  Three members of the Lyon County Commission voted to take that path.

According to the website www.transparentnevada.com,  two of the highest paid employees in Lyon County are Plaintiffs District Attorney Robert Auer and Sheriff Allen Veil; however, their salaries, along with other elected County officials, are established according to State Legislative guidelines and are not affected by the commissioners’ ruling.

  • Allen Veil:        Base Pay – $103,351    Total Pay & Benefits – $157,196

According to County records, the salaries of the other County employee Plaintiffs in the complaint filed against the County are:

  • Vicki Foster (Dayton JC)                  Base Pay – $36,795            Total Pay & Benefits – $54,297
  • Misty Edelfson (Dayton JC)              Base Pay – $40,289              Total Pay & Benefits – $53,982
  • Sarah Miller (Walker JC)                Base Pay – $34,715            Total Pay & Benefits – $47,592

The responsibility for this fiasco lies entirely on the shoulders of the two elected department heads – District Attorney Robert Auer and Sheriff Allen Veil.  They both should be very aware of the County’s 30-year policy in regards to non-union/supervisory personnel and Association contracts.  It is their responsibility to inform their employees of that policy – not be the instigators of this formal Complaint.

Again, the vast majority of Lyon County employees, supervisory personnel and department heads should be loudly commended.  They have shown an exemplary sense of team play and sacrifice during these very difficult financial times.  Many have much to complain about in regards to their lack of pay increases, loss of staffing, over-burdening of duties, et al; however, in spite of these hardships and related stresses, they have done their best to be team players – in the best interests of their fellow employees and Lyon County residents.

Think about it.

Charges dropped: DA protester out of prison

A man known for protesting the El Dorado County District Attorney’s Office and charged with soliciting the murder of a judge in Nevada has been released from prison and his charges dismissed.

South Lake Tahoe resident Ty Robben was released last week after Douglas County, Nev., District Attorney Mark Jackson dismissed the solicitation of murder charge, along with a charge of criminal libel — a charge that is not used in California.

Both the criminal libel and solicitation of murder charge concerned Judge John Tatro, Robben said. But, Robben told the Mountain Democrat, he was exercising his 1st Amendment rights for the first charge, and he was not soliciting anything on the second charge. Rather, another prisoner — while Robben, known as “Top Ramen” while incarcerated on the libel charge — propositioned him with a $5,000 “roofing job,” Robben said.

Jackson confirmed he dismissed the charges due to lack of evidence and unlikelihood of conviction. He also noted that the Carson City, Nev., DA’s Office was originally on the case, but was taken off due to having been named in a federal lawsuit Robben filed against them.

Robben credits his faith with seeing him through his time in prison. “My faith in the Lord got me through the darkest period in my life and I pray that I can start to forgive these people for the unforgivable acts of government retaliation using the criminal justice system after I had filed a federal lawsuit in Reno two weeks before I was arrested in California.”

Douglas County District Attorney Mark Jackson, the special prosecutor named to handle the cases, previously dismissed libel and harassment charges.

He served notice Thursday that he was dropping the charge Ty Robben AKA “Top Ramen” (new ‘jail name’ obtained at the Carson City jailhouse since it sounds like his name) tried to hire a hit man to kill Justice of the Peace John Tatro.

Mark Jackson was brought in after the Carson City DA’s office was disqualified from handling the case.

“Based on a full and complete review of all the evidence and the existing constitutional, statutory and case law, I filed a notice of dismissal today in the Carson Township Justice Court,” Jackson said in a statement.

He said that means Robben’s $50,000 bail has been lifted, and all pending charges against him have been dismissed.

“It is my understanding that Mr. Robben is in the process of being released from the Carson City Jail,” Jackson said.

Robben stopped by the Tahoe Daily Tribune Friday and said he was hoping to restore his life and family. He thanked his attorneys for their work to get him released.

“Thank you to Mark Jackson for standing up and supporting the U.S. Constitution,” Robben said.

Two weeks ago, Jackson dismissed the other case against Robben, which accused him of libel and stalking and two counts of attempting to intimidate Tatro and his family.

He did so stating that Nevada’s libel law was “unconstitutionally vague.” The stalking charge, he said, simply didn’t have enough evidence to support it.

Robben has been battling the state and criminal justice system since he was terminated by the Taxation Department.

He was angry with Tatro for his conviction on charges of disorderly conduct centered on his attempt to — allegedly — serve papers on behalf of a friend on then-NDOT Director Susan Martinovich.
